SECRET WARNING ORDER ISSUED FOR WAR

31 July 1431 July 1914 – On this date, by direction of Col. Sir Sam Hughes, Canadian Minister of Militia, Officers Commanding Canadian Militia units received secret instructions to regard as “purely tentative” the scheme outlined in a 1911 plan referred to as “Memorandum C.1209, and “to consider what procedure you would adopt on receiving orders that troops were to be raised in your command for service overseas.”[1]
